The Commando Method. Plea for Foresight Studies of Issues of General Concern

Bernard Carayon, member of the French National Assembly for the Tarn region and author of several much-discussed reports on the need for France to acquire mechanisms to provide “economic intelligence”, stresses here once more how essential it is for the state to develop a genuine capacity for foresight. After an outline of the shifts that have occurred in recent decades, he argues that in France the obsession with the short term and the failure to anticipate change have delayed if not moved away from dealing with the major issues of general concern. He therefore calls for greater awareness of the country’s economic and social realities and for a pooling of foresight studies by France – and Europe.
