In France, as in ail the industrialized coun-tries, the reform of governance has been a matter of concern, particularly over the last twenty years. This is reflected in the publication of many reports on the topic, including the récent book by Roger Fauroux and Bernard Spitz, Notre Etat (Paris: Robert Laffont, 2001).
