The main purpose of the present article is to answer the following question : what form should a future policy instrument to reduce greenhouse gas emissions take if it is to be biased in favour of developing countries ; i.e. enabling global environmental protection and global development while satisfying the criteria of both efficiency and equity : by creating a market where no market exists, by introducing internationally tradeable emission certificates ?
