By the time this issue of Futuribles<\/em> is printed, the European elections will be over. We won\u2019t go back over the results here \u2014 they have already been amply commented on elsewhere \u2014 nor over the potential coalitions which, as Jean-Fran\u00e7ois Drevet clearly stressed in his last Chronicle (Futuribles<\/em> 460, May-June 2024<\/a>) will be crucial in determining the make-up of the European Parliament. Yet, over the next five years, given its now substantial powers, this new Parliament will have to take a position on the future of a Union that many criticize for being excessively na\u00efve in not having realized sooner how drastically the global geopolitical scene had changed and how bitter was the economic competition between the world\u2019s main regions.<\/p>\n\n\n\n

Faced with his new state of affairs, a number of major actors have been at pains recently to stress the need for an EU re-think and change of course: Enrico Letta is one such, whose report published in April is analysed in these columns by Pierre Papon, and Mario Draghi is another, asserting that a \u2018radical change is necessary\u2019, with Emmanuel Macron a third, who \u2014 most likely taking a lead from Paul Val\u00e9ry\u2019s famous 1919 remark that \u2018We civilizations now know ourselves to be mortal\u2019 \u2014 called in a speech at the Sorbonne on 25 April 2024 for a \u2018power Europe\u2019. In this \u2018Forum\u2019, which is intended to feed into the debate on Europe\u2019s ambitions, we publish two points of view: that of Jean Marsia who, in order to restore peace in Europe, argues clearly for a federal Europe; and the position expressed by Mario Draghi in his speech at the High Level Conference on the European Pillar of Social Rights in Brussels on 16 April 2024.<\/p>\n\n\n\n

In this speech delivered in April, Mario Draghi who is due, just after the elections, to submit a report to the European Commission on Europe\u2019s competitiveness, stresses that the EU\u2019s \u2018organization, decision-making and financing are designed for \u201cthe world of yesterday\u201d \u2013 pre-Covid, pre-Ukraine, pre-conflagration in the Middle East, pre-return of great power rivalry.\u2019 Stating that, \u2018we need an EU that is fit for today\u2019s and tomorrow\u2019s world\u2019, he proposes \u2018radical change, because that is what is needed.\u2019 We should acknowledge that this forum contains little in the way of contrary opinions; these would however be welcome, potentially for our next issue.<\/p>\n\n\n\n
