According to the 2023 AI Index Report<\/a> by the HAI (Stanford Institute for Human-centered Artificial Intelligence), global investment in AI has increased significantly over the last decade.<\/p>\n

By 2022, private investment in AI was 18 times higher than in 2013. In 2017, China made AI a national priority, with the aim of becoming the world\u2019s \u201cmajor AI innovation centre\u201d by 2030.<\/p>\n

According to the State Council\u2019s 2017 guidelines<\/a>, AI should be used to promote China\u2019s technology, economy and social welfare, maintain national security and contribute to the world. The guidelines also state that AI should be applied in public service and social management to \u201cconstruct a safe and convenient intelligent society\u201d.<\/p>\n\n <\/div>\n

China has more than 4,300 AI companies and at least 238 large language models (LLMs) \u2014 i.e.<\/em> deep learning algorithms based on very large datasets \u2014 with tech giants such as Baidu, Alibaba (owner of the South China Morning Post), Tencent, Meituan and iFlytek all venturing into the field.<\/p>\n

It is fair to say that China can indeed become a world leader in AI by 2030. This is particularly due to the number of AI companies, the number of people working in them, its advanced AI infrastructure and its public support policies. In addition, China has 975 million smartphone users, by far the most of any country, which means it generates a large amount of digital information \u2014 and data plays a vital role in the development of AI. Launch of the Global AI Governance Initiative<\/h2>\n
