After reminding us that there is, strictly speaking, no common energy policy in Europe, he outlines the four major challenges confronting the Union in this area: energy savings, the production of renewable energy (with the declared aim of covering 20% of final consumption from renewable sources by 2020), the reduction of greenhouse gas emissions (for which the declared targets are particularly ambitious) and, lastly, problems of energy security (particularly, the question of energy supplies to those countries most dependent on external provision).
