This was a decisive stage in the implementation of the treaty; a \u201cyes\u201d that has put an end to a long preparation and ratification period. The last of the countries that were hesitating over the treaty, beginning with the Czech Re\u00adpublic, have in fact followed suit and signed. It will come into force on 1 December 2009.<br \/>\nThis has been a long process to go through, as Jean-Fran\u00e7ois Drevet stresses, for institutional advances that \u201care not commensurate with what is at issue politically,\u201d given the international situation and the troubling economic context.
