Europeans\u2019 growing awareness of their strategic vulnerabilities, triggered by the Covid crisis, has accelerated rapidly since Donald Trump\u2019s return to the White House. Mario Draghi\u2019s call, in his 2024 Report on the Future of European Competitiveness<\/em>, for the EU to bolster its economic sovereignty has acquired particular resonance amid the geo-economic developments of recent months. Among these issues of economic sovereignty, the ability to foster the emergence of European companies with a global reach in key sectors (energy, digital technologies etc.) is crucial, and incentivizing bankers and financiers to invest in such companies is a key part of the toolkit that needs to be brought to bear.<\/p>\n\n\n\n

It is a weakness of the EU that it hasn\u2019t yet instituted a common policy in the finance sector (taxation, stock markets etc.) that would enable it to develop the investment firepower to compete with the USA or China. In this article Alain Lemasson explains why the establishment of a European capital markets union is essential. After reminding us of the current situation and Europe\u2019s economic and financial backwardness in this area, he details how existing capacities could be strengthened and explains the benefits of a single European stock exchange. At the same time, he calls for a major effort in the financial education of the citizenry to familiarize them with these matters and improve the image of the market and its instruments\u2014an essential accompanying measure if the move is to succeed.<\/p>\n\n\n\n
