Today, nuclear power accounts for almost a quarter of the European Union’s (EU) electricity production, contributing to energy security, decarbonization and access to affordable energy on the Old Continent. However, nuclear power’s share of the European mix has been in decline since the end of the last century, due to the ageing of the fleet, the scarcity of new reactor construction programs, and even the early closure of plants, like in Germany after the Fukushima accident in 2011. The energy crisis linked to the war in Ukraine has reinforced the EU’s ambitions for energy sovereignty, while the industry crisis has highlighted the imperative of containing energy costs. Despite these turbulences, decarbonizing the EU’s energy mix remains a major objective of the Green Deal. Against this backdrop, an alliance of states led by France is calling for a revival of nuclear power in Europe to meet these challenges. There is no doubt that the distrust created by the new Trump administration will make these issues of energy sovereignty even more pressing, given that dependence on American liquefied natural gas has risen sharply in recent years.<\/p>\n\n\n\n

In this article, Francesco Sassi shows that the nuclear renaissance is highly uncertain. Politically, EU member states remain divided, and changes to the regulatory and financial framework supporting nuclear power remain timid in recent institutional communications. The author highlights the industrial, technological, financial and geopolitical challenges facing the renewal of atomic energy. Drawing on projections from reference organizations, he shows that the revival of nuclear programs will be a long process, at a time when renewable energies appear increasingly competitive and benefit from much faster deployment potential.
