In 2007, a former Indian naval officer mentioned the convergence of Indian and Japanese interests in the field of maritime security. But it was a little later that same year that the Indo-Pacific concept was born, with a speech by the Japanese Prime Minister. The concept has become widespread, but with many variations. Only Russia and China reject it.<\/p>\n

Of the many international organisations mentioned, the main ones covering both the Indian and Pacific Oceans are as follows: the Indo-Pacific Oceans Initiative (IPOI), a multi-purpose initiative set up by India; the Indo-Pacific Economic Framework (IPEF), set up by the United States and focusing on the resilience of supply chains; the Critical Maritime Routes Indo-Pacific (CRIMARIO) programme set up by the European Union; the Indo-Pacific Regional Information Sharing (IORIS) and the Information Fusion Centres (IFC). Some organisations include a limited number of countries bordering or outside the two oceans. In the area of security, this is the case for the Quadrilateral Security Dialogue between India, Japan, Australia and the United States, and for an alliance called AUKUS between Australia, the United Kingdom and the United States.<\/p>\n\n <\/div>\n

Some organisations and institutions concern only the Indian Ocean or the Pacific Ocean, and may or may not include non-rival states. For the Indian Ocean, the authors mention the Indian Ocean Commission, the Indian Ocean Rim Association (IORA), the Indian Ocean Naval Symposium (IONS) set up by India to promote security, the two Indian programmes Security and Growth for All in the Region (SAGAR) and Maritime Heads for Active Security and Growth for All in the Region (MAHASAGAR), and the Colombo Security Conclave. China has also set up an annual China-Indian Ocean Forum for Cooperation and Development, excluding India. In the Pacific, the authors mention the Rim of the Pacific (RIMPAC), the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), which excludes China and from which the United States has withdrawn, and the Regional Comprehensive Economic Partnership (RCEP), which excludes the United States but includes China.<\/p>\n

Some organisations and institutions only concern specific regions of these two oceans. In the Indian Ocean, this is the case for the France-India-Australia trilateral meetings and the France-India-United Arab Emirates dialogue. In the Pacific, the Association of South-East Asian Nations (ASEAN) Regional Forum, the East Asian Summits, the Council for Security Cooperation in the Asia Pacific (CSAP), the trilateral pact between the United States, Japan and Korea, and the FRANZ trio (France, Australia and New Zealand) are all involved in security issues.<\/p>\n

There are relatively few organisations covering both oceans compared with those covering only one of the two oceans or regions of both. In a way, this underlines the somewhat artificial nature of the Indo-Pacific concept, which is not explicitly mentioned by the book\u2019s co-authors. However, the authors implicitly hint at this by pointing out the different geographical interpretations of the concept by the riparian countries and the major external powers, and the very different interests they have in it.<\/p>\n\n <\/div>\n

The United States excludes the western part of the Indian Ocean from the Indo-Pacific area, but includes the entire Pacific Ocean. To emphasise the uniqueness of the theatre of operations, the United States Indo-Pacific Command (USINDOPACOM) replaced the United States Pacific Command (USPACOM) in 2018. It extends as far west as India but not beyond. It includes the Maldives and the Chagos Archipelago, where the Diego Garcia base is located. Australia excludes the western part of the Indian Ocean from the Indo-Pacific concept. The ASEAN countries acknowledge the inter-oceanic link but, in reality, focus their attention on the China Seas and the Pacific Ocean. Indonesia is the only ASEAN country to include the whole of the Indian and Pacific Oceans in the concept. According to the European Union, the Indo-Pacific zone extends from the coast of Africa to French Polynesia.<\/p>\n

European countries differ in their definition of the zone and in the priorities to be established, with some assigning an essential place to security and others to the economy. While seeking to distance themselves from the United States, they denounce China\u2019s expansionism, while avoiding any frontal hostility towards it. Other countries also condemn China\u2019s expansionism, which takes the form of a naval base in Djibouti, dual civilian-military ports in Kyaukpyu, Chittagong, Hambantota, Gwadar and Mombasa, unrestrained exploitation of fish stocks, claims to the East and South China Seas and a desire to seize Taiwan, possibly by force. The Shanghai Cooperation Organisation and the Silk Roads, both over land and sea, contribute to the influence of China, which has signed cooperation agreements with many countries. The beneficiary countries are certainly reaping the benefits, but there are also negative effects, in particular corruption, environmental deterioration and the accumulation of debt.<\/p>\n\n <\/div>\n

According to France, the Indo-Pacific zone extends from the coast of Africa to the coast of the USA; according to Germany, it extends from the coast of Africa to just New Zealand. The United Kingdom has not officially defined the zone, but seems to include certain African coasts, the North American coasts and the Pitcairn Islands, which belong to it.<\/p>\n

In France\u2019s view, the security aspect is of great importance, given that it owns territories in the area that give it nine million square kilometres of exclusive economic zone. It has troops in the Indian and Pacific oceans, in its own possessions, but also in Djibouti and the United Arab Emirates (Abu Dhabi). France is developing its defence relations with Japan and above all India, following the example of the United States. It is also expanding its relations with the ASEAN countries, particularly Thailand and Indonesia. It was the first European Union country to make the Indo-Pacific a priority. Germany, which followed suit, wants to eliminate Chinese regulations hindering its exports, which are a priority for it. The UK has signed free trade agreements with Australia, Japan, South Korea and Singapore. Defence agreements have been signed with Australia, New Zealand, Malaysia and Singapore. Military cooperation is also intensifying with Japan, South Korea and India.<\/p>\n

Generally speaking, the countries of the Indo-Pacific consider that the concept is aimed at China, although some, such as India, reject this view. The countries of South-East Asia claim that it was created by powers outside the region, mainly the United States, in order to contain China. No South-East Asian country has formulated a strategy with regard to this concept, which they see as a divisive factor. The countries bordering the Middle East and East Africa feel little concern for the concept, with the exception of Kenya, which attaches some importance to it. The countries bordering the Indian Ocean include among their priorities the fight against terrorism, maritime piracy, trafficking in human beings, arms and drugs, illegal fishing and pollution. They hope to benefit from foreign investment but want to avoid being drawn into a Sino-American confrontation. All the countries claim freedom of movement on the seas.<\/p>\n\n <\/div>\n
