The construction of Europe is marking time. Its most ardent partisans question themselves. What will emerge from the famous Intergovernmental Conference which was so much anticipated and of which we suddenly no longer hear any talk ? What will come of the deepening of the Union – notably the single currency – and of its extension, especially to the countries of central Europe ?
